Asbestos Checklist for Older Portland-Area Remodels
Older homes across inner Portland, Milwaukie and Oregon City often hide asbestos behind drywall, flooring and insulation. Here's how to plan a remodel that finds it before demo day, not after.

New construction doesn't generate one kind of debris — it generates four or five different kinds, in a different order, on a different schedule, and a dumpster that was right for site prep is usually wrong by the time framers show up. Getting the size right phase by phase is the single biggest lever for keeping a build on budget, because a container that's too small means extra hauls you didn't plan for, and one that's too big just sits there costing you yard space and rental days you're not using.
Site prep, excavation spoils and demolition of an existing structure or old foundation call for the largest roll-offs we rent, typically a 30 or 40 yard box, because the volume of dirt, root balls, old concrete and mixed rubble adds up fast even on a modest infill lot. Once footings and foundation walls are poured, that same 30-40 yard container often gets dedicated to concrete and heavy debris specifically — form lumber, rebar offcuts, broken curb sections — and it's worth asking us about a separate concrete-and-heavy-debris container rather than mixing it into your general job box, because heavy material fills the weight allowance long before it fills the box, and that changes what size actually makes sense.
Framing is next, and it's usually a 20 yard: dimensional lumber cutoffs, OSB and plywood scrap, packaging from windows and trusses, house wrap. It's bulky but light, so a mid-size box tends to hit the sweet spot between capacity and cost. Once the building is dried in, drywall, insulation, siding and roofing debris show up — drywall in particular is deceptively heavy per cubic foot, so a lot of GCs we work with actually step back down in size here, running a 20 yard more often and swapping it more frequently, rather than parking one big box for the whole rough-in stretch. Final phases — trim carpentry, flooring offcuts, paint cans, punch-list debris, packaging from appliances and fixtures — are lighter, mixed loads that a 10 or 15 yard handles fine, and by that point you usually don't want a full-size roll-off eating up driveway or curb space anyway with finish crews and inspectors coming and going.

A large share of the new-construction calls we get lately trace back to the Washington County tech corridor. Hillsboro is the center of gravity of the "Silicon Forest," anchored by Intel's major campuses, and the housing build-out that follows that kind of employment base doesn't slow down — new subdivisions, townhome rows and apartment communities keep opening up on land that was farmland or scattered rural parcels a decade ago. Beaverton, home to Nike's world headquarters and near Tektronix, is seeing the same pressure from the other direction: infill lots, teardown-rebuilds on older single-family blocks, and mid-size multifamily projects along the corridors that feed US-26/Sunset Highway and OR-217.
What that means practically for a builder is that job sites in this part of the metro are often part of a larger phased development — multiple lots or multiple units being framed on overlapping schedules rather than one house at a time. We see general contractors and framing subs running two or three active containers across a handful of addresses in the same subdivision, which is a different logistics problem than a single custom home. If that's your situation, it's worth setting up a standing account with dispatch rather than calling in each delivery separately — we can coordinate delivery windows across multiple lots so trucks aren't crossing the metro back and forth and your sites always have an empty box waiting when a phase wraps.
The drive from our yard on N Albina Ave in North Portland out to Hillsboro or Beaverton runs west on US-26/Sunset Highway, or via I-405 to pick up 26, and OR-217 connects Beaverton down to Tigard for crews working both sides of that corridor. It's a real drive, not a quick hop across town, which is exactly why nailing down delivery and swap timing in advance matters more out there than it does for a job a few miles from the yard.
Nothing stalls a framing crew faster than a full dumpster nobody scheduled a swap for. Our standard rental runs about seven days, which works fine for a lot of remodel and cleanout jobs, but a new-construction timeline rarely fits neatly into a week per container — so the conversation to have with dispatch up front isn't "how much does a dumpster cost," it's "what does the swap schedule look like for the whole framing-to-drywall stretch." Call for daily and weekly rate options once you know your job is going to run multiple boxes over multiple weeks; it's a different conversation than a one-off flat-rate rental and we'd rather set that expectation on day one than have you calling in a rush swap because a container filled up mid-week.
A few things make swap-outs go smoothly on a live construction site. First, keep the approach and pad area clear — roll-off trucks need a straight run and enough overhead clearance to tip the box, and on a tight urban infill lot in inner Portland or a narrow Beaverton teardown lot, that access can disappear fast once framing materials, a porta-potty and parked trade vehicles start competing for the same twenty feet of frontage. Second, call for the swap before the box is mounded above the rim, not after — an overloaded container can get flagged at the scale or simply refused for a safe pickup, and that turns into a delay you didn't need. Third, if you know a heavy pour or a big demo day is coming, tell us in advance; we'd rather bring the right size truck and box the first time than make two trips.
Same-day service is available for jobs that hit an unplanned wall — a change order that suddenly generates a pile of debris, or a box that filled faster than expected — but planned scheduling around your framing and drywall milestones will always beat scrambling, especially on jobs out toward Hillsboro or Gresham where the drive from the yard eats into how fast an unplanned pickup can happen.
Where the container sits matters, both for the city and for your own liability on site. Inside Portland proper, the rule the city has published is straightforward: a dumpster placed entirely on private property — your driveway, the job site itself, a graded pad — does not need a permit. It's only when the box has to sit in the public right-of-way, meaning the street or the sidewalk, that you may need a temporary street-use permit from the City of Portland, and our team can walk you through what that process looks like if your lot doesn't leave room to keep the container off the pavement.
For every other city in our service area — Beaverton, Hillsboro, Tigard, Lake Oswego, Milwaukie, Gresham, Oregon City and Happy Valley — we're not going to hand you a specific ordinance or fee number, because we haven't verified one for each jurisdiction and a wrong answer is worse than no answer. What we tell every builder working outside Portland is the same thing: call your city or county's public works or permitting office before the container goes down, especially if any part of it will touch a street, sidewalk or public easement. On a lot in Hillsboro's newer subdivisions or a Happy Valley infill site, that's usually a quick call, and it's the kind of thing worth having your super or PM confirm during the pre-construction walk rather than discovering after a box is already delivered.
Safety on an active build is its own issue separate from permitting. A roll-off should never sit in a fire lane, block a hydrant, or sit close enough to an excavation to add load to unsupported soil. On sloped lots — and there are plenty of them in the West Hills-adjacent parts of Portland and in the hillier pockets around Lake Oswego and Oregon City — we'll talk placement through with you before delivery, because a box on an unlevel pad is a real tipping and rolling hazard once it starts filling. And overloading isn't just a disposal-fee problem; a mounded, unsecured load can shift during pickup and become a hazard for the driver and anyone standing nearby. Flush-load it at the rim and call for a swap instead of stacking it higher.
A new-construction site has more moving pieces than almost any other job type we deliver to — excavators, concrete trucks, lumber deliveries, framers, electricians, plumbers, HVAC, drywall crews, roofers and finish trades all need access to the same limited patch of ground at different points in the schedule, and the dumpster is one more vehicle-sized object competing for that space. The GC or super is almost always our point of contact for placement, and it's worth having that conversation before the first delivery: where does the concrete truck need a clear chute path, where will the material laydown area be during framing, and where does the box need to move to once the driveway itself starts getting poured or paved.
It's common on Portland-metro new builds for the container to relocate once or twice over the life of the job — starting near the street during excavation and foundation work, then shifting closer to the structure once the concrete truck no longer needs that approach, then moving again for the final grading and hardscape phase. Each of those moves is just a pickup-and-reset call to dispatch, and coordinating it around your subs' schedule — rather than leaving the box wherever it landed on day one — keeps roofers' ladders, electricians' spool trucks and drywall lifts from having to work around an obstacle that didn't need to be there. On multi-lot developments out in the Hillsboro and Beaverton tech corridor, we've found the smoothest jobs are the ones where one person — usually the super — owns the swap-and-move schedule and calls it in a few days ahead rather than each trade assuming someone else handled it.

We haven't verified a specific ordinance for Hillsboro, Beaverton or any city outside Portland, so we won't guess at one. Call your city's public works or permitting office before the container is delivered, especially if the site is tight enough that any part of the box might sit in the street or on a sidewalk. Inside Portland proper, a dumpster placed entirely on private property does not need a permit; it's only the public right-of-way that can require one.
Concrete, brick, block and other heavy material fills the weight allowance of a container long before it fills the box, so we usually recommend a dedicated concrete-and-heavy-debris container rather than mixing it into a general framing or demo box. On most builds that's the general contractor or site superintendent. It's common for the container to relocate once or twice over the life of a project — near the street during excavation, closer to the structure once concrete access isn't needed, and out of the way again for final grading. Have your super call in each move a few days ahead so it doesn't collide with a concrete pour, a material delivery, or a sub who needs that space that day.
